Eaton UPS Maintenance and Support Services , Ft Yuma Service Unit

The Indian Health Service is conducting market research under solicitation SS-26-PHX-024 to identify qualified firms capable of providing comprehensive maintenance and support services for an Eaton 93PM, 30 kVA Uninterruptible Power Supply system and its associated 144-cell VRLA battery configuration located at the Fort Yuma Healthcare Center in Winterhaven, California. This requirement is being evaluated under the Buy Indian Act and HHSAR Subpart 326.6, with a primary focus on securing services from Indian Economic Enterprises and Indian Small Business Economic Enterprises, though responses from other small business categories including 8(a), HUBZone, SDVOSB, VOSB, WOSB/EDWOSB, and general small businesses are also encouraged. All submissions must be in the form of a detailed capability statement, not exceeding five pages, that explicitly demonstrates technical proficiency in servicing Eaton systems, possession of Eaton-certified technicians, experience with large VRLA battery maintenance, geographic capability to support the site, and the ability to meet a guaranteed four-hour on-site emergency response requirement. Generic marketing materials or boilerplate responses will not be accepted. The performance period is anticipated to include one base year from August 1, 2026, through July 31, 2027, with four one-year option periods extending through July 31, 2031, subject to funding and the government’s unilateral right to exercise options under FAR 52.217-9. Work must be performed in strict compliance with Eaton technical standards, NFPA 70 and 70E, IEEE standards for UPS and battery systems, OSHA regulations, HIPAA privacy requirements, and all applicable provisions of the Federal Acquisition Regulation, HHSAR, and IHS policies. All services require manufacturer-certified personnel, and contractors must adhere to strict on-site access protocols, including identity verification and adherence to facility security and safety rules. Reporting obligations include UPS and battery preventive maintenance reports within five business days of each visit, emergency response documentation within three business days, and an annual summary report within fifteen business days of the contract anniversary.
