The Indian Health Service (IHS) is seeking qualified firms to provide maintenance and support services for an Eaton 93PM, 30 kVA Uninterruptible Power Supply (UPS) system along with its associated 144-cell VRLA battery system at the Fort Yuma Healthcare Center in Winterhaven, California. This opportunity is being evaluated under the Buy Indian Act, specifically targeting Indian-owned economic enterprises such as Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs). While the government encourages responses from all small business categories including 8(a), HUBZone, SDVOSB, VOSB, and Women-Owned Small Businesses, preference will be given to qualified Indian-owned firms if sufficient responses meet the requirements. Interested firms must provide detailed capability statements that clearly describe how they will meet the specific maintenance and emergency response needs for the Eaton UPS system, demonstrating relevant technician certifications and Eaton-specific experience. Generic marketing materials or boilerplate statements are discouraged and may diminish the value of the response. The solicitation, posted by the Phoenix Area Indian Health Service office, requires responses by June 9, 2026, and is classified as a Buy Indian Set-Aside under the NAICS code 811210 for electrical and electronics repair and maintenance. The point of contact for this solicitation is Dekovan Cook, who can be reached by email or phone for further information.

PURPOSE

The Indian Health Service (IHS) is conducting market research to identify qualified firms capable of providing maintenance and support services for an Eaton 93PM, 30 kVA Uninterruptible Power Supply (UPS) system and associated 144-cell VRLA battery system located at the Fort Yuma Healthcare Center.

This requirement is being evaluated for acquisition under the Buy Indian Act (25 U.S.C. § 5307) and HHSAR Subpart 326.6.

SOCIOECONOMIC STATUS

The Government is primarily seeking responses from:

  • Indian Economic Enterprises (IEEs)
  • Indian Small Business Economic Enterprises (ISBEEs)

For market research purposes, responses from all other small business concerns are also encouraged, including:

  • Small Business (SB)
  • 8(a)
  • HUBZone
  • SDVOSB
  • VOSB
  • WOSB/EDWOSB

Submission of a response by a non-IEE or non-ISBEE firm does not affect the Government's authority to restrict competition under the Buy Indian Act if sufficient qualified Indian-owned sources are identified.

IMPORTANT

The Government is seeking responses that specifically address the requirements identified in this notice.

Do not submit generic marketing materials, boilerplate capability statements, or company brochures.

Capability statements should clearly demonstrate how the firm will satisfy the requirements, including emergency response capability, Eaton-specific experience, technician certifications, and support approach. Responses lacking sufficient detail may be considered of limited value for market research purposes.
