The contract involves the Westchester Institute for Human Development conducting statewide focus groups to assess developmental screening practices among families, providers, and physicians for children aged 0 to 3 years. Initially funded through a federal grant, the institute has been engaged in regional focus groups since 2021 under a discretionary contract, with an expansion of scope in the third year to gather more comprehensive data. The current agreement, aligned with the federal grant period from May 2024 to July 2026, authorizes the institute to lead bi-monthly focus groups across all 50 states, with two sessions per stakeholder group in each of the ten regions, totaling 30 groups. The goal is to evaluate knowledge, understanding, and implementation of developmental screening, with findings aimed at increasing screening rates and improving developmental outcomes for young children. The NYS Office of Children and Family Services plans to terminate the existing temporary contract to facilitate a single-source procurement with the institute for the remaining duration of the project. The rates for these additional services will be consistent with the original contract. This procurement is classified as a sole-source award due to the institute's established role and expertise, and it is exempt from advertising requirements. The contract ensures continuity of efforts to enhance developmental screening practices statewide, supporting the overarching federal and state objectives for early childhood health and development.

In 2021, The Early Childhood Comprehensive Systems, federal application for funding, identified leveraging the infrastructure and the network of Westchester Institute for Human Development to accomplish objectives. As a matter of next steps, the agency contracted with Westchester Institute for Human Development to provide required services. Westchester Institute for Human Development has been conducting small scale, regional focus groups on developmental screening with families and providers under discretionary contract CFS01-T012751-3400000 with a contract term of  9/15/21 - 7/31/26.  After two years of work, it was recognized that additional data is needed from families and providers via focus groups. During year three of the contract, additional funding was made available to expand the scope. The NYS Office of Children and Family Services intends to terminate the T-contract to allow time to procure and process a single source C-Contract with Westchester Institute for Human Development for the remainder of the 5-year term.  Westchester Institute for Human Development will be conducting bi-monthly statewide focus groups on developmental screening of young children age 0 to 3 under contract CFS01-C030020-3400000 from 5/1/24 - 7/31/26. The vendor will lead the focus groups with physicians, early childhood providers and parents. Specifically, they will conduct 2 focus groups for each of the 3 stakeholder groups in each of the 10 regions of the state, totaling 30 groups statewide. The intent is to learn about the knowledge, understanding and implementation of developmental screening to support the developmental health of young children. Results will be analyzed and reported to provide recommendations to NYS to increase developmental screening rates and developmental outcomes of children. The C-contract term aligns with the federal grant period and provides time needed for project completion. Rates for the additional services will remain consistent with the rates in the original contract.        Reason for advertising exemption: Single Source Award recipient: Westchester Institute for Human Development Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority.
