ECGS Unit 4 Westinghouse Turbine Inspection

The Imperial Irrigation District is seeking a contractor for a major inspection and overhaul of the ECGS Unit 4 Westinghouse Turbine and generator located at 485 E. Villa Avenue, El Centro, California. The unit has been in commercial operation since 1968 and has accumulated approximately 93,725 hours of operation since its last overhaul. The primary objective of this project is to return the equipment to its original design conditions to ensure safe and reliable operations for the IID Balancing Authority, which relies on the unit for approximately 70 MW of capacity, energy, and ancillary services. The scope of work includes a comprehensive internal inspection of both rotating and stationary components, specifically the turbine rotor, blades, seals, stationary blade rings, and sealing surfaces. Additionally, the contractor will inspect the bearings, throttle and governing valves, and the turbine governor, while performing electrical testing on the generator rotor and stator windings. Any parts found to be out of tolerance must be repaired or replaced. All activities will be performed within the existing facility footprint at the El Centro Generating Station. This project is categorized as routine maintenance and is exempt from further environmental review under CEQA Guidelines Sections 15301 and 15302.
