The acquisition follows a two-step advisory down-select process using a best value trade-off approach, where technical understanding and corporate experience are weighted significantly more than price. Phase 1 focuses on technical understanding and corporate experience, while Phase 2 evaluates the detailed technical approach and price. Key requirements include ensuring the storage media maintains integrity for at least 50 years at temperatures at or below 35 degrees Celsius and protecting the media against physical damage. Proposals are due by October 27, 2026, and must adhere to strict formatting and page limits across multiple volumes. Deliverables include project reporting, the encoded data storage, and the final educational display.
