The County of San Mateo is issuing a request for proposals to establish a fee-for-service edible food recovery pilot program aimed at reducing food waste and supporting community food security. The project involves partnering with qualified vendors to develop a technology-enabled food recovery service that will onboard approximately ten food generators and four food recovery organizations (FROs). The selected contractor will be responsible for establishing agreements with generators and FROs, providing user-friendly platforms for scheduling and tracking surplus edible food pickups, and ensuring compliance with SB 1383 recordkeeping and food safety laws. The program will facilitate surplus food collection and distribution to community members in need, with revenue-sharing arrangements in place to compensate FROs for their services. The pilot is scheduled to run from mid-October or early November 2025 through June 30, 2028, with an initial budget of $15,000 to be spent by November 2, 2026. The scope of the project may be expanded or extended based on its success and available funding. The contract will include provisions for data sharing, legal compliance, and the establishment of payment schedules for both generators and FROs. The program serves as a proof-of-concept, with the potential for other public entities to utilize the resulting agreements as piggyback contracts, although this does not obligate them to participate. The project aims to demonstrate effective food recovery operations that can be scaled or replicated, contributing to the County’s sustainability and community support goals.
