This notice is being posted in compliance with FAR 8.405-6(a)(2), within 14 days after placing an order exceeding the simplified acquisition threshold supported by a limited-source justification. On October 22, 2013, The National Institute of Allergy and Infectious Diseases issued a BPA call (HHSN27200021) to NetComm, Inc. under NIH BPA HHSN263999900562B against NetComm's GSA Contract Number GS35F0564P. The period of performance for the order is one year. This order was issued under the authority of FAR 8.405-6(a)(1)(i)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized for the justification stated below: NIAID intends to renew the licenses, maintenance and Consultant/SME hours for the Employee Database Internet Edition (EDie), which is a proprietary software product from NetComm, Inc. This requirement is a renewal of an ongoing order. This is a renewal of the user licenses, maintenance and Consultant/SME hours for EDie, which is an enhanced version of the Visual Employee Database System (VEDS) that was previously used by the Institute. EDie is used to track and manage NIAID's total workforce, which includes FTE, non-FTE and Contract staff who are considered an extension of the workforce. EDie (Copyright 2007) is a proprietary product of NetComm, Inc. All product source code, database structures, technical documentation, installation instructions, sub-components, requirements specifications, design artifacts, user manuals, etc... are the intellectual property of NetComm, Inc. which reserves all rights. NetComm, Inc. is the owner and sole distributor of EDie.
