EFAP Service

The Board of Education of School District No 43 (Coquitlam) is seeking a qualified service provider to deliver a comprehensive and confidential Employee Family Assistance Program (EFAP) for approximately 4,334 permanent employees and their eligible dependents. The program must provide quick access to interim support and confidential counseling for personal and work-related issues, adhering to British Columbia's commercial standards of care. A non-negotiable requirement is that all data storage for the provider and its subcontractors must be located within Canada. The contract is structured as a Negotiated Request for Proposal with an annual spend capped at 200,000 Canadian dollars, with pricing remaining firm for a three-year term. The selection process consists of a two-stage evaluation. Stage I involves a pass/fail screening of mandatory requirements and a scoring of the proposed solution, weighted at 60 percent, focusing on staff qualifications, service area coverage, and usage tracking. Up to two proponents will be shortlisted for Stage II, which includes final option selection and a best and final financial response, weighted at 40 percent. The final award is based on a best value determination. Qualified providers must ensure staff hold at least a master's degree in counseling or psychology and maintain commercial general liability insurance of 2,000,000 dollars per occurrence. Submissions are due by November 13, 2026, and must include a proposal summary, a completed questionnaire, a list of subcontractors, and a financial response.
