The Idaho Department of Health and Welfare is seeking a one-time exemption from competitive procurement to obtain software support, maintenance, and updates for the Fraud Program Integrity Solution from IBM. This request, filed under solicitation number 531, is based on the criticality of the software in preventing Medicaid fraud and the agency's assertion that a competitive process would be impractical, unreasonable, or disadvantageous to the state. The Division of Purchasing is providing a transparency window for suppliers to submit information that may support or contradict the claim for exemption before a final discretionary decision is made by the Administrator. The proposed agreement involves the renewal and extension of contract VPO15507 for a total cost of 502,403.04 dollars, calculated at a monthly rate of 41,866.92 dollars. The term of the services spans from June 8, 2024, through June 30, 2025. The scope of work includes J-SURS software licensing, maintenance, data updates, analytic consulting, and training specifically designed to support the Medicaid Program Integrity Unit. All supplier responses regarding the exemption request were required to be submitted by June 5, 2024.
