The contract awarded by the US Army Corps of Engineers, Sacramento District, specifically within the Services and Supplies Branch of the Levees and Channels Branch, is a single-source, firm-fixed-price agreement for the technical support and maintenance of the Enterprise Global Information Systems (EGIS) Database and the Levee Inspection System (LIS) Supplement Tool. These custom-developed tools, originally created by GEI Consultants, Inc., are essential for managing the Section 408 Program, which supports the Sacramento District’s responsibilities related to water resource management, permit tracking, and compliance verification. The EGIS Database facilitates efficient permit processing and exchanges critical information with the State of California, the non-federal sponsor of levees, while the LIS Supplement Tool enables streamlined processing and reporting of levee inspection data in alignment with state formats. The procurement justifies its sole-source approach under FAR 13.106-1(b) due to the complexity and custom nature of the software, the intimate knowledge GEI Consultants possess, and the unavailability of equivalent solutions from commercial resellers or the GSA. The scope of work includes ongoing system maintenance, technical support, patches, updates, and assistance with the migration of electronic data, ensuring the continued functionality and reliability of these critical tools. The contract supports the district’s mission to maintain safe and compliant levee infrastructure through sustained and expert management of these bespoke software assets.
