The County of San Mateo is undertaking a significant initiative to enhance its health and welfare services through the implementation of an enterprise-wide Electronic Health Record (EHR) system, specifically the Epic platform. The project is segmented into multiple phases, with Wave 1 successfully going live in November 2024 for the San Mateo Medical Center, Correctional Health, and select Public Health clinics. As the county advances into Wave 2, it seeks to engage partners capable of providing rapid deployment of resources and services to support the expansion across additional divisions, including Aging and Disability Services, Behavioral Health Recovery Services, Emergency Medical Services, Family Health Services, Public Policy & Planning, the Public Health Laboratory, and further applications at the Medical Center. The estimated end-user volume for this phase is approximately 1,500, with a detailed implementation timeline from pre-work in September 2025 through user training and go-live targeted for October 2026. The contract, titled "EHR Additional Support Resources (Phase II)," is set within a procurement framework that anticipates a contract value ranging from five to fifteen million dollars. It is structured as a formal agreement under San Mateo County’s standard contract templates for projects exceeding $200,000, emphasizing clear delineation of services, payment terms, project milestones, and compliance requirements, including HIPAA and intellectual property considerations. The contract aims to formalize the partnership with vendors who can deliver the necessary technical and operational support to ensure a smooth and effective rollout of Epic across multiple health divisions, ultimately enhancing the county’s ability to deliver coordinated, efficient health and welfare services to its community.
