The contract modification pertains to the Enterprise Information Technology Contract (EITC) supporting the United States Special Operations Command (USSOCOM). Originally awarded in 2002 as a single-award, indefinite delivery/indefinite quantity contract, the EITC provides vital IT support to USSOCOM headquarters, its components, Theater Special Operation Commands, and the various military services supporting Special Operations Forces. The scope of work includes a broad range of IT services such as network administration, disaster recovery, helpdesk support, information assurance, infrastructure maintenance, application development, and technology refreshment. To accommodate an increased operational tempo driven by the Global War on Terror, the contract maximum order amount is being increased from $900 million to $1.3 billion without extending the contract period, which currently runs through March 2011. The current contractor is L-3 Services Inc., under contract number USZA22-02-D-0017. The contract modification is a sole-source action under FAR 6.302, meaning the government intends to continue negotiations exclusively with the incumbent provider, although the notice invites any interested parties to express their interest within 45 days. The decision not to open the contract to competition remains at the government's discretion, with any responses serving merely to inform whether a competitive procurement might be warranted in the future. The contract is managed by USSOCOM with points of contact including the contracting officer and contract manager based at MacDill Air Force Base in Tampa, Florida. Future procurement efforts may involve competitive processes to follow this contract.

The purpose of this sole-source synopsis is to announce the revision of the contract maximum order amount on the Enterprise Information Technology Contract (EITC) supporting the United States Special Operations Command (USSOCOM). The EITC was awarded under full and open competition in April 2002 as a Single Award Indefinite Delivery/Indefinite Quantity contract with an anticipated period of performance through March 2011. The contract provides critical Information Technology (IT) support to HQ USSOCOM, its Components, Theater Special Operation Commands (TSOCs) and the Services (Army, Navy, Air Force, Marine Corps) that have or provide direct support to Special Operations Forces (SOF). The work performed by the contractors includes, but is not limited to, Local Area Network Administration, Network Management, Disaster Recovery, Helpdesk, IT Planning, Integration, Information Assurance, Configuration Management, Infrastructure, Hardware Maintenance, Desktop, IT Training, Web/Portal Administration and Development, Database Administration and Development, Application Development, Transmission Security, Technology Refreshment, and spare/repair parts. To continue this critical support, it is necessary to increase the maximum order amount of this contract from $900M to $1.3B. The proposed contract action does not extend the current period of performance. This action is due to an accelerated pace of contract requirements in response to the expansion of USSOCOM's operational tempo as it prosecutes the Global War On Terror. One or more competitive procurements are anticipated as future follow-ons to this contract. The contractor is L-3 Services Inc.; contract number USZA22-02-D-0017. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
