Project Description and Background: The King County Rural Library District dba King County Library System (KCLS) requests the submittal of statement of qualifications for the following project: Design of a backup power system capable of operating the North Bend Library's - lighting, HVAC systems, core service operations for up to thirty-six hours during utility outages the design solution should include solar panels, battery system, and generator, if required the system should include automatic transfer from utility power when service is not available The North Bend Library is approximately 9,774 SF located at 115 E 4th Street, North Bend, WA 98045 . Services required are expected to include the following: • Planning & Feasibility: o Review existing information and perform a site audit and power use analysis for the Project. o Consider KCLS's service levels, space utilization, and site security considerations, during power outages in the area. o Verify site suitability and factors that may influence constructability and costs. • Design & Engineering: o Provide all design phase services. o Produce plans, specifications, cost estimates and timelines necessary for construction. o Coordinate systems with existing HVAC, electrical, security, and telecommunications systems. o Consult with and update KCLS Facilities Staff. • Procurement: o Once authorized, provide Bid services including but not limited to bid document administration, pre-bid meeting, responding to requests for information, issuing addendum, review of bids and recommendation to award. • Construction Consulting: o Once authorized, provide ongoing full Engineering consulting services including but not limited to review of submittals, requests for information, change orders evaluations, and final field inspections/commissioning oversight. The chosen firm will also be available to the contracted installation vendor to answer questions that arise as part of typical construction. KCLS will negotiate contracts for consulting and engineering services for the project on the basis of demonstrated competence and qualification for the type of professional services required at fair and reasonable prices. Preference will be given to submittals showing experience and expertise designing backup power systems serving public spaces in areas prone to power outages. Firms engaged in the lawful practice of electrical consulting and engineering are also encouraged to submit a statement of qualifications and performance data annually to KCLS. KCLS will evaluate current statements of qualifications and performance data it has on file, together with those that are submitted for this specific proposed project.
