AI Contract Overview

The Department of Justice, specifically the FBI-JEH, is soliciting an Electrical Power Study to be performed at the FBI Academy in Quantico, Virginia. The project requires the contractor to analyze power systems involving two 1500KW generators connected to a common buss via paralleling switchgear. The scope of work includes reading four existing IQ Analyzers located on normal power inputs and generators, as well as determining and installing the necessary number of additional meters to capture required data. While industry guidelines often suggest 30-day monitoring, the agency has indicated that shorter durations are acceptable for constant loads like HVAC, though spot measurements are insufficient for variable peak loads. All work must be completed within three months following the award and the winning vendor's receipt of security clearance to enter the facility. The project falls under NAICS code 541330 and is managed by Contracting Officer Gary W. Hopkins. Generators may be operated during normal weekday hours to facilitate the necessary monitoring and data collection.

For clarification purposes, the solicitation calls for work to be completed within three (3) months following award. Work will be required to be completed within three (3) months following winning vendors clearance approval to enter the FBI Academy. The following questions and answers are provided: 1: Q: The RFQ refers to reading existing meters. How many existing meters are there? 1: A: There are four IQ Analyzers. One on each normal power in and one on each generator. 2: Q: Do generators supply power via transfer switches or paralleling switchgear? 2: A: Paralleling switchgear. 3: Q: Is there a specification on the type of meters to be used, or for the period of time that they want the meters to be datalogging? Will "spot" measurements be acceptable if they are strategically done at times of high load? 3: A: Peak load will vary with customer use. Spot inspections will not work in those situations. HVAC and similar type loads are more constant and shorter monitoring would work in those cases. 4: Q: What are the quantity of meters to be installed for 3(e) SOW? 4: A: Contractor will determine quantity of meters to be placed to obtain required data for results. 5: Q: Will the duration be 30 days as recommended in industry guidelines? 5: A: A 30 day duration will not be required. HVAC and similar loads are constant and can be time shortened. 6: Q: For 3(f) SOW, will the generators be run on weekend days for monitoring, or weekdays? How many generators? Voltage rating? 6: A: Generators can be run during the week during normal times. There are two Generators, 1500KW each to common buss.

Window Cleaning and Maintenance
Solicitation # 15F06727Q0000010
The Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) Division is seeking quotations for a firm-fixed-price contract to provide commercial window maintenance and cleaning services at its campus in Clarksburg, West Virginia. This acquisition is a 100% Small Business Set-Aside under NAICS code 561720. The anticipated contract structure consists of a base year and four one-year option periods. The scope of work includes scheduled interior and exterior cleaning of various window systems, including curtain wall and bullet-resistant glass, annual inspections, specialized glazing maintenance, high dusting, and hanging-light cleaning. Specifically, the CJIS Main Building requires bi-annual cleaning, while several other campus buildings, such as the Biometrics Tech Center and Police Services Building, require annual cleaning. Additionally, the contractor must provide a 24-hour emergency response for broken windows. Award will be based on the Lowest Price Technically Acceptable (LPTA) methodology, evaluating the sum of recurring cleaning and inspection prices for the base and all four option years. Technical acceptability is based on the offeror's approach to cleaning and emergency response, adherence to OSHA/ANSI fall protection standards, and relevant experience. Key constraints include a nine-foot equipment width limit for perimeter walls and strict security screening for all personnel, including the submission of background forms and fingerprinting 60 days prior to starting work. Quotations are due by November 24, 2026, at 10:00 AM Eastern Time. Invoicing must be processed electronically through the Invoice Processing Platform (IPP).
