Electroencephalography (EEG) Equipment and Remote Solution

The County of San Mateo, on behalf of the San Mateo Medical Center (SMMC), is soliciting proposals for a comprehensive Electroencephalography (EEG) equipment and remote solution. This five-year contract encompasses the provision, installation, configuration, and implementation of EEG equipment and software capable of acquiring, storing, reviewing, and transmitting studies for remote interpretation by neurologists. A critical requirement is the integration with EPIC to manage patient identification, order management, and the availability of final reports within medical records. The project is subject to strict healthcare compliance standards, including HIPAA, the Americans with Disabilities Act, and Section 504 of the Rehabilitation Act, and requires vendors to adhere to SMMC's Vendor Credentialing Program. Award selection is based on the overall best value, evaluated through a points-based system focusing on project approach (30%), firm qualifications (25%), team qualifications (20%), and price (25%). Preferential scoring is available for local, small, and micro businesses or non-profits, ranging from 5% to 10% of total awardable points. Proposers must be registered with SAM.gov, provide a Unique Entity ID, and certify they are not on any federal exclusion lists. All invoices must be submitted electronically to the SMMC Accounts Payable department and require approval from the designated contract owner.
