The Ohio Department of Children and Youth (ODCY) is seeking information to develop a Request for Proposal (RFP) for an electronic decision-making tool designed to assist in child maltreatment referrals. This tool will be based on statutory criteria outlined in Ohio law and aims to streamline the process for county public children services agencies (PCSAs) by reducing the time spent screening out referrals that do not meet the legal thresholds for child maltreatment. Currently, approximately 60% of referrals are screened out, indicating a significant need for an efficient, technology-driven solution to improve accuracy and clarity in reporting and screening procedures for mandated reporters and concerned citizens. The project involves creating a technological solution that supports decision-making based on Ohio Revised Code and Administrative Code guidelines, helping to clarify reporting requirements and improve the efficiency of the screening process. The RFI seeks input on IT options for developing this tool, with a deadline for responses set for March 13, 2024. The contract, managed by Ohio Job and Family Services, is part of a broader effort to enhance child protection processes through innovative technology, with the potential to significantly reduce administrative burdens and improve response times in child maltreatment cases.

The Ohio Department of Children and Youth (ODCY) is seeking information to assist with the development of a Request for Proposal (RFP) for an electronic child maltreatment referral decision tool that is based upon statutory criteria for child maltreatment. The purpose of this Request for Information (RFI) is to obtain information on Information Technology (IT) options for the creation of a solution to support a decision tool.    Ohio Revised Code (ORC)2151.421 requires any person in an official or professional (mandated reporters) capacity and knows, or has reasonable cause to suspect child maltreatment to report their concern to the appropriate county public children services agency (PCSA).  Once a referral is received by a PCSA, the referral is screened in accordance with the Ohio Administrative Code (OAC) 5101.2-36 rules to determine next steps. Referrals that do not meet the statutory criteria for child maltreatment are considered screened out referrals.   In Ohio, approximately 60% of referrals of child maltreatment are screened out. ODCY is developing a Request for Proposal (RFP) to secure a contractor to create an  electronic child maltreatment referral decision tool based upon statutory criteria for child maltreatment. The created tool is intended to assist with alleviating the amount of time that county PCSA’s spend screening out referrals that do not meet the statutory criteria. In addition, the tool will be used to provide clarity on the reporting requirements involving child maltreatment, for mandated reporters and concerned citizens. This RFI includes the following sections for review:
