Public Benefit Program Integrity and Fraud, Waste, and Abuse
Solicitation # 1406
The State of Idaho Department of Health and Welfare has issued a Request for Information, solicitation number 1406, to gather market intelligence on furnishing program integrity services across multiple public benefit programs. The agency is exploring a contingency-based contract model that integrates advanced data analytics, artificial intelligence enabled monitoring, and forensic review tools with human expertise to detect, identify, and investigate fraud, waste, and abuse. The scope of work covers the Supplemental Nutrition Assistance Program, Temporary Assistance for Needy Families, the Idaho Child Care Program, and Medicaid beneficiary fraud, though it specifically excludes fraud investigations related to Medicaid providers. Interested respondents must provide details regarding their organization's size and experience in fraud detection and program integrity. A critical requirement is that any AI or machine learning models used must not be trained or enhanced using state data for other customers or products. Responses are due by August 31, 2026, and are subject to the Idaho Public Records Act, meaning most information will be public unless specifically marked as a trade secret with a legal basis for exemption. This is strictly a request for information and not a formal bid; therefore, no award will be made based on the responses received.
