Electronic Security Systems VII (ESS VII MATOC) Capacity Increase

The Electronic Security Systems VII Multiple Award Task Order Contract has been modified to increase its total shared capacity from $675 million to $1,125,513,013 to meet anticipated funding requirements for fiscal years 2026 and 2027, which include $366.5 million in FY26 and $126 million in FY27. This adjustment applies to 23 contractors previously awarded under the ESS VII MATOC, including Atlantic CommTech Corporation, BCF Solutions, Signet Technologies, Evigilant.com, KBR Wyle Services, M.C. Dean, PTSI Managed Services, SERCO, Siemens Government Technologies, Xator Corp, Alamo-Evergreen Joint Venture, Chenega Security International, GCS Versar Joint Venture, Infotec Systems, Integrated Security Solutions, LoCurrent Systems, Low Voltage Wiring, Minuteman Security Solutions, Red Peak Technical Services, SEI Group, Security & Energy Technologies Corp, Johnson Controls Building Automation Systems, and InDyne. The contract supports full lifecycle electronic security services across CONUS and OCONUS Department of Defense facilities, encompassing security surveys, system design, procurement and installation, testing, operator training, maintenance, modernization, and continuous technical support for access control, CCTV, intrusion detection, and video surveillance systems. All task orders are awarded on a performance-based, firm-fixed-price basis through full and open competition and are subject to inspection and acceptance at the installation site by the government, with final authority to operate requiring compliance with DoD cybersecurity and force protection standards. The base performance period runs from September 2022 to September 2025, with two optional periods extending through September 2029; the government intends to exercise FAR 52.217-8 to extend services by five days from September 25 to September 30, 2027, to bridge until the follow-on ESS VIII MATOC is awarded on October 27, 2027. Among the 23 contractors, 11 are classified as small businesses, with established subcontracting goals totaling 28% across small business, small disadvantaged, women-owned, HUBZone, veteran-owned, and service-disabled veteran-owned categories. The contract is administered by the U.S. Army Engineering and Support Center in Huntsville, Alabama, under the Department of Defense, with no explicit pricing structure provided at the line-item level and no
