The Space and Naval Warfare Systems Center Charleston (SSC CH) has issued a Request for Information seeking sources and data on technologies designed to detect tailgating—specifically, unauthorized individuals gaining access to secured areas by closely following authorized personnel. The focus is on advanced technological solutions rather than physical access controls like turnstiles or barricades, emphasizing sensor technologies such as RFID, optical, infrared, and pressure-sensitive pads. The requested systems should be compatible with existing Electronic Security Systems, preferably supporting software development kits and industry standards, and may include commercial off-the-shelf products as well as research and development prototypes that could be integrated into current door and portal infrastructure. Respondents are encouraged to provide technical data on state-of-the-art and emerging products, including performance capabilities, delivery timelines, and relevant experience. Information on near-term and beta-stage technologies suitable for demonstration in operational environments is also sought, with the intent to evaluate options for potential future investment. Submissions should be non-proprietary and will be treated as public information. This RFI is for planning purposes only and is not a solicitation or contract offer. Responses must be submitted by December 22, 2003, to SSC Charleston in North Charleston, SC, with inquiries directed to an assigned Navy email contact.

Data on new or emerging technologies capable of supporting the goal of detecting tailgating is also needed to assist planning of future work in this area. Physical control devices such as turnstiles, barricades, and mantraps are not the focus of this notice. Technologies that may be easily integrated into current door and portal infrastructures are the focus of this RFI. Requirement: Specific technical areas of interest for systems and technology include: (1) Sensors, including, but not limited to: Radio Frequency Identification (RFID), Optical, Infrared (IR), and weight or pressure sensing pads; (2) Ease of integration with existing Electronic Security Systems (ESSs), including the availability of Software Development Kits (SDKs); (3) Commercial off the shelf (COTS) systems, as well as R&D products and technologies which may be amenable to this application are of interest; (4) Physical form factor of systems and system components; (5) Support for existing and emergent standards. Demonstration of tailgating detection technology: We are interested in a demonstration of this technology to achieve a significant increase in integrated functionality or operational performance in an operational setting. Therefore, we request information on (1) Current SOFA Products, (2) Available and emerging products/technologies, (3) Near term research and beta products that are potential candidates for investment. Submittals: Interested parties should submit (1) Technical information and materials regarding existing and proposed products, technologies, and research. This includes, but is not limited to, current and/or projected performance capabilities and potential delivery schedules; (2) A brief description of relevant and recently completed efforts; (3) Pertinent company information, including contact person, phone number and email address. No proprietary data should be submitted. Any submissions will be considered to be public information and may be handled by non-government personnel. Responses to this RFI should be mailed to: SPAWARSYSCEN Charleston, Attn: Code 741MB, P.O. Box 190022, N. Charleston, SC, 29419-9022, no later than 22 DEC 2003.
