Elevator Repair and Inspections

The Correctional Service of Canada is soliciting bids for comprehensive elevator maintenance, inspection, testing, and repair services at the Drumheller Institution in Alberta, with a contract period spanning from October 2, 2026, to March 31, 2031. The contractor must furnish all necessary tools, equipment, materials, and labor—including programming, diagnostic, and site-specific specialty devices—to ensure full compliance with the most current version of the CAN/CSA-B44 Safety Code for Elevators and Lifts for Persons with Physical Disabilities. Services include monthly, quarterly, annual, triennial, and quinquennial inspections, as well as immediate adjustments and tests for all safety devices as required by code, manufacturer guidelines, or when witnessed by regulatory authorities. A written Maintenance Control Program must be developed and maintained on-site, aligned with the most stringent applicable requirements. All work must adhere to the Correctional Service Canada’s on-site policies, including mandatory escorting by security-cleared personnel for non-CSC staff and possible tuberculin testing for all personnel entering the facility at the Warden’s discretion, with costs borne by the contractor. Failure to meet medical or compliance requirements may lead to contract termination. The contract is governed by Alberta law and requires continuous compliance with all certifications submitted during bidding; any change in ownership control must be disclosed to the Minister. Payment is structured as all-inclusive firm per diem rates for scheduled services and firm hourly rates for emergency or after-hours work, covering labor, travel, equipment, accommodation, and mileage, with applicable taxes listed separately and customs duties included. Invoices must be submitted monthly, include detailed maintenance records, tickets, and visitation logs, and be sent to both the Contracting Authority and the Project Authority. The Government reserves audit rights and may adjust payments if records reveal noncompliance. Bids must be submitted in three PDF sections—technical, financial, and certifications—via email no later than June 30, 2026, at 11:00 AM CST, with each attachment not exceeding 10 MB and no encryption or password protection permitted. The award will go to the lowest responsive bid that meets all mandatory technical criteria, with ties resolved by the timestamp of email receipt. Noncompliance with submission rules, failure to meet certifications, or late bids will result in rejection.
