The National Cemetery Administration, under the Department of Veterans Affairs, is procuring comprehensive grounds maintenance services at Elko National Cemetery in Nevada through a Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract, set aside entirely for small businesses under NAICS code 561730 with a size standard of $9.5 million. The contract requires the contractor to provide all labor, equipment, materials, and supervision to perform a broad range of services including interment and disinterment operations, headstone maintenance, turf and landscaping care, irrigation and drainage system upkeep, snow and ice removal, pavement cleaning, structure maintenance, and ceremonial support, all in strict accordance with the Performance Work Statement and supporting technical exhibits. The base period of performance runs from September 1, 2026, through February 28, 2027, with four option years extending the contract through February 28, 2031, though CLIN 30012 has been amended to end on February 28, 2030. The contractor must maintain a comprehensive Grounds Management Plan detailing daily, weekly, monthly, and annual tasks, with deliverables governed by the Quality Assurance Surveillance Plan and deliverables schedule, and must meet specific performance thresholds verified by the Contracting Officer’s Representative. All proposals must be submitted in three volumes—Price, Technical, and an unspecified third—and must be site-specific to Elko National Cemetery, with generic submissions being rated unacceptable. Proposals must include the Unique Entity Identifier and electronic funds transfer information, and vendors must be actively registered in SAM.gov at the time of submission. The evaluation uses a tiered socioeconomic preference system prioritizing SDVOSBs, then VOSBs, then other small business categories, followed by general small businesses. Technically acceptable proposals are then evaluated equally on past performance (50%) and price (50%) through a best-value comparative analysis, where a higher-priced offer may be selected if it delivers superior overall value. The government requires compliance with the Service Contract Act, Davis-Bacon Act, Buy American provisions, Title VI of the Civil Rights Act, the Americans with Disabilities Act, and prohibitions against trafficking in persons, with wage rates defined by Wage Determination No. 2015-5601. Contractors must use electronic invoicing via VA’s system or X12 EDI, and will be paid monthly in arrears upon successful inspection and acceptance. Key
