THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. The National Institutes of Health, Office of Logistics and Acquisition Operations, the Gaithersburg Distribution Center, Gaithersburg, intends to negotiate on a sole source basis and issue an order with IDENTISYS INCORPORATED, INC under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for Replacement of an Embossing Printer for an older version/model currently being used by the NIH Supply Center to print all of the Self-Service Store CAN cards for the entire NIH. This is the only printer that performs this function at the NIH and has been for the past 6+ years. NCATS owned UPS batteries. Repair and replacement must be performed by the incumbent using manufacturer-authorized parts to maintain the service agreement coverage through the contact period. The new items are "direct replacement" parts / components for existing equipment. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 10 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. This procurement is to be processed using Simplified Acquisition Procedures. There is no solicitation package available. No faxed documents will be accepted. For any questions regarding this announcement, please contact Ms. Van Holley via email: contact@example.gov.

Cybersecurity Operations & ComplianceThe contract titled Cybersecurity Operations & Compliance is a subcontract under the National Institutes of Health, part of the Department of Health and Human Services, aimed at delivering continuous cybersecurity monitoring, real-time threat detection, rapid incident response, and policy compliance services for NIH IT systems. The work is performance-based and requires the contractor to maintain robust, 24/7 operational capabilities to identify, analyze, and mitigate cyber threats across NIH infrastructure, ensuring alignment with federal security standards and regulatory requirements. The place of performance is designated as Bethesda, Maryland, with a zip code of 20892, indicating the primary location for service delivery, even though no specific office address or point of contact is provided. The contract is classified under NAICS code 541612, which corresponds to Computer Facilities Management Services, signaling that the focus is on managed cybersecurity operations rather than hardware or software procurement. It was posted on June 25, 2026, suggesting this is a future opportunity under solicitation, though no solicitation number is listed. As a subcontract, this effort supports a prime contractor or larger program, meaning the successful bidder will integrate their services into an existing cybersecurity framework. The absence of set-aside information implies the opportunity may be open to all eligible small or large businesses without specific socioeconomic preferences. The contractor must be prepared to operate at a high tempo, maintain strict compliance, and respond effectively to evolving cyber threats impacting critical health research systems.
