AI Contract Overview
The U.S. Army Corps of Engineers, through solicitation number W9127N26QA078, is conducting a Sources Sought market research to identify capable suppliers for a new 150kW emergency standby diesel generator set. This procurement aims to replace an existing unreliable propane generator at the Cougar Adult Fish Collection Facility, located at Cougar Dam, Oregon. The generator must be UL 2200-certified with an integrated, dual-wall UL 142 fuel tank compliant with NFPA 30, capable of providing 35 hours of continuous runtime at full load, and equipped with a sound-attenuated enclosure limiting noise to 79 dBA at 23 feet. The system must be SCADA-compatible via a Modbus RS-485 interface for real-time monitoring and include a lifetime license for diagnostic software. The contract is set aside for small businesses under FAR 19.5, encouraging responses from a wide range of socioeconomic categories such as 8(a), HUBZone, SDVOSB, and WOSB firms. Suppliers are required to submit detailed capability statements demonstrating their ability to meet extensive technical, manufacturing, and service requirements. These include factory assembly and testing under UL 2200, seismic vibration isolation per IBC standards, and a 5-year or 2,500-hour warranty provided solely by the original equipment manufacturer. Delivery coordination requires crane support at the Cougar facility during limited delivery hours, and the generator must conform to prescribed size and safety constraints. Documentation and submittal requirements include technical data sheets, dimensional drawings, operation and maintenance manuals, and Modbus register maps. While no formal clauses, pricing data, or evaluation criteria are included as this is a market research phase, the government emphasizes compliance with multiple referenced standards such as EPA, ASTM B117 corrosion resistance, and UL certifications to ensure performance and durability in emergency backup power operations.
