Full Description

This project is being solicited as a single source requirement to Tetrad Services Inc., because Tetrad has been servicing various CH&PP components and turbines for the last five years, making them uniquely qualified to handle this urgent and compelling requirement. Tetrad was also the vendor who discovered the leak and was able to provide a quick assessment of the damage and provide repair options. Tetrad is based out of California; however, they currently have employees in the Fairbanks area working on an unrelated project until 25 Aug 14, which has the potential to save approximately $4.5K in travel costs. No other vendor in the Fairbanks area is qualified to complete this repair. The CH&PP requires uniquely manufactured parts which provides for long lead times. The repair must be completed prior to the onset of winter to ensure adequate heat and power to Eielson AFB; therefore this requirement is considered urgent and compelling. This urgent requirement will not be completed prior to the onset of winter if the normal acquisition synopsis and solicitation posting requirements of 15 and 30 days respectively, are adhered to.

The Department of the Air Force, specifically the 354th Fighter Wing at Eielson Air Force Base, Alaska, is conducting market research through a Sources Sought notice to identify qualified contractors for on-call, critical emergency and scheduled maintenance and repair services for the Central Heat and Power Plant. The scope of work involves six coal-fired high-pressure power boilers, consisting of four Springfield Boiler Co. Model 1951 and two Indeck Keystone Energy Model 2013 units. To be eligible, contractors must hold an active National Board R Stamp Certificate of Authorization and ensure all welding personnel are certified under ASME Section IX. All repairs must be inspected and accepted by a certified State of Alaska Boiler Inspector, with the contractor responsible for both scheduling and funding these inspections. The contractor must provide all necessary tooling, transportation, and equipment, as the government will provide no furnished property. Additionally, personnel must be vetted through the Defense Biometric Identification System and comply with all base HAZMAT and safety regulations. This is an informational notice to determine market capabilities and procurement strategy, and it does not constitute a formal solicitation.
