The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Lompoc anticipates the issuance of a solicitation for the award of a firm-fixed-price construction contract for a project titled Emergency Replace Cooling Tower at FCC Allenwood located at 824 Main Access Rd, Allenwood, PA.


The Federal Bureau of Prisons (FBOP), FCC Allenwood, located at 824 Main Access Rd, Allenwood, PA, seeks to award a single contract to a qualified and licensed contractor to provide all labor, materials, and engineering services replace the cooling tower at FCC Allenwood’s Powerhouse.


1. Contractor qualified technicians to demolish and properly dispose:


a. One (1) existing three-cell Evapco AT-12-964A cooling tower.


1. Isolate and drain down existing tower.


2. Disconnect piping and perform lock-out of existing electrical.


3. Demo and dispose of all material.


2. Contractor qualified technicians to furnish and install:


a. One (1) three-cell cooling tower with slow/fast speed fans that tie into our


existing motor control buckets. The new unit shall be of similar make, model, and


capacity of those being removed.


b. Modify power and control wiring as required for use with new tower. All


controls to be tied into the Automated Logic control system.


c. Install new piping and valves outside of the building, to include new insulated


jacketing and heat tracing.


d. The cooling tower is to be installed on the existing concrete foundation. If the


existing concrete foundation and/or structural steel are not adequate for the new


tower, the contractor shall be responsible for sizing and installation/modifications


of a new foundation to accommodate the tower.


3. Contractor to perform factory authorized startup, staff training, and the following warranties:


a. Provide one-year labor and equipment warranty from time of start-up.


b. Provide five-year fan/motor drive system manufacturer warranty.


Please note that the attached Statement of Work is subject to change.  The attachments included with the solicitation will provide complete requirements for this project.  The solicitation will be posted at a later date.
