The Little Rock School District is seeking proposals from qualified brokerage firms to provide comprehensive employee benefits services for its approximately 3,300 employees across 50 locations. The primary goal is to secure benefit products and assist with employee enrollment and education, particularly during the annual open enrollment period in the fall. The district’s current benefits offerings are detailed in the 2024 Employee Benefits Guide, which prospective vendors should review. The RFP process emphasizes transparency, with all questions to be submitted in writing by May 30, 2024, and responses posted publicly. Proposals must be submitted electronically via Ionwave by June 13, 2024, with late submissions being rejected. The district plans to award a single two-year contract, considering factors such as responsiveness, company qualifications, references, enrollment strategies, and cost, with negotiations possible prior to final award. The evaluation process involves reviewing proposals based on their practicality, overall responsiveness, and the vendor’s ability to meet the district’s needs. The district reserves the right to reject any or all bids and to negotiate terms with the most suitable proposer. The selected vendor will be expected to participate in a pre-award meeting to clarify performance expectations, which will be incorporated into the final contract. The contract will be governed by standard terms and conditions similar to those used by other municipalities, ensuring legal compliance, fair business practices, and vendor accountability. The procurement process underscores the importance of a comprehensive, competitive, and transparent approach to selecting a partner capable of supporting the district’s employee benefits program effectively over the initial contract period.
