AI Contract Overview
The Defense Logistics Agency awarded contract SP700026P0007 as a non-competitive, sole-source action for the short-term lease and maintenance of 81 multifunctional devices in Bahrain. This action was necessary to ensure continuity of operations and prevent mission degradation for DLA customers while awaiting the delivery of new equipment under a follow-on contract. The sole-source justification was based on the fact that no other vendor held lease rights to the existing equipment and competitive bidding would have caused unacceptable delays. Under NAICS code 532420, the contract was initially valued at 29,608.00 dollars. A subsequent modification, P00001, effective July 1, 2026, increased the total contract amount to 43,480.00 dollars. This modification exercised option periods for 79 of the devices, noting that two devices were not exercised because they were destroyed by an Iranian missile. The modification also updated CLIN quantities and line of accounting entries while maintaining all other original terms and conditions.

Full Description
Reference FAR 13.106-1(b), This action was not awarded competitively. Short term lease and maintenance support for 81 multifunctional devices (MFDs) is needed to allow continuation of performance until new devices are delivered under the awarded follow-on contract. The Government does not own the MFDs. Although other vendors lease MFDs, no other vendor has lease rights to the existing equipment. Attempting to award a short-term contract via competitive procedures would result in unacceptable delays to achieve contract award and delivery/installation of new equipment required to meet all requirements in the Statement of Work by March 1, 2026. Failure to award a sole source order would result in numerous DLA customers being forced to operate without MFD capabilities. This would significantly degrade their ability to accomplish their mission.
