Solicitation FBI-15-PR-0022071 is a brand-name, sole-source request for quote issued by the Federal Bureau of Investigation for the renewal of 450 EnCase Forensic v7 Premium Site Licenses. Manufactured by Guidance Software under part number 135010217, this software is utilized by the Computer Analysis Response Team for disk-level forensic analysis and evidence capture from various mobile devices, including iPhone, iPad, Blackberry, and Android. The requirement is justified as a brand-name necessity because the software is integrated into the FBI's validated forensic baseline, and transitioning to alternative tools would incur prohibitive costs and time. The resulting contract is a firm-fixed price purchase order with an estimated value of 999,999.00 dollars. The period of performance for the licenses runs from September 4, 2015, to September 3, 2016, with delivery specified as FOB destination to Quantico, Virginia. Award selection is based on the low price technically acceptable criteria. All offerors must be registered in the System for Award Management and submit quotes electronically to the contracting officer by the specified deadline.
