Project Overview St. Cloud Technical and Community College is requesting proposals to purchase and implement an Endovascular Simulator solution that supports high-quality, inclusive education and skills development across cardiovascular and perpheral procedures. Technical/Functional Requirements Simulated Imaging & Controls Ability to simulate x‑ray images in multiple angiographic views. Describe real‑time rendering, adjustable parameters (contrast/brightness), and any radiation physics modeling. Foot pedal for simulation of fluoroscopic activation. Indicate whether the pedal is programmable and compatible with common configurations. Optional: Adjustable fluoroscopy dose settings and recording/playback of sequences for teaching. Procedural Modules & Clinical Content Provide modules/cases that include, at minimum, the following areas or equivalent content meeting these learning goals. For “equivalent,” explain the mapping and outcomes. Endovascular basic skills (e.g., wire skills, simulator operation). Coronary: diagnostic, intervention, chronic total occlusion (CTO), bifurcation. Transradial coronary access and procedures. Cardiology basic skills. Electrophysiology (EP) basic skills. Peripheral procedures: superficial femoral artery (SFA), below-the-knee (BTK), iliac. C‑arm basic skills. Aortic Valve Replacement (e.g., TAVR simulation). Optional: Additional modules (e.g., structural heart, neurovascular). Provide a list and brief descriptions. C‑Arm Operation & Radiation Safety Features that teach/manipulate C‑arm positioning and orientation, including safe operation. Radiation safety education elements (e.g., dose awareness, ALARA principles in simulation). Optional: Scenario-based radiation risk feedback and analytics for learners. Hardware & AV Display capability suitable for group instruction. Specify the included large monitor or AV solution (provide size and resolution). Minimum recommended: 55" display. Optional: 4K display output and/or ability to cast to classroom AV systems. 3.5 Software Lifecycle & Updates Ability to update or upgrade simulator software as releases become available. State update cadence, how updates are delivered, and whether they are included in the base price or offered via maintenance. Optional: Backward compatibility assurances and documented change logs. 3.6 Curriculum Management (On‑site & Remote) Ability to manage simulator curriculum both on site and remotely. Describe: Platform access (web/app), roles/permissions, number of users included Offline/online capabilities and sync behavior Data retention, export formats, and reporting Any hosting, licensing, or long‑term subscription fees Optional LMS integration (e.g., LTI, SCORM) and SSO options. Content Creation & Faculty Support Tools to create or customize content/cases within modules. Describe limits (e.g., number of custom cases, media types). Support for faculty to build programs and implement best practices (e.g., onboarding, guides, templates, consultation). Include initial training hours. Optional: Access to a content library or community repository; version control for cases. Accessibility & Inclusive Design The solution supports inclusive learning. Describe accessibility features (e.g., adjustable UI text size, color‑contrast options, captions/transcripts for tutorials, keyboard navigation). Optional: Adjustable hardware ergonomics (e.g., height/positioning), multilingual UI/support materials, and accommodations for diverse learners. Data Privacy & Security (for Remote/Curriculum Platforms) Do not require or store Protected Health Information (PHI). Describe data types collected, storage, encryption, and privacy protections. Compliance with applicable education privacy obligations (e.g., FERPA alignment). Provide a data processing overview and security contacts. Optional: Independent security attestations (e.g., SOC 2) or equivalent controls. Warranty, Service & Uptime Minimum 12‑month warranty on all parts and labor. Clearly list inclusions and exclusions. Provide a standardized breakdown of service/maintenance contracts for at least 3–5 years: tiers, response times, on‑site vs. remote support, software update coverage, and pricing. Optional: Loaner equipment or expedited replacement options; guaranteed uptime SLAs for cloud components. Delivery, Installation & Training Installation and/or setup charges included. Describe site requirements, calibration, and testing. Shipping/Delivery cost included. Provide lead times and delivery method. On‑site training included with installation. Specify number of sessions/hours, attendee caps, training objectives, and whether refresher training is included. Optional: Post‑go‑live coaching sessions or office hours for faculty. Additional Requests: Optional opportunity for an on-site demonstration of simulator. Dates/times available: Tuesday, March 31,, 2026 8am-2pm Please indicate time if interested. Tuesday, April 7, 2026 8am-2pm. Please indicate time if interested. Thursday, April 9, 2026 8am-2pm Please indicate time if interested. Budget The budget for this contract is anticipated to be $110,000.00 per year of the contract. Selection Process The selection process includes CVT director, faculty, adjunct faculty, and lab assistant. This group will evaluate the proposals and make the final decision. Evaluation Factors The following factors and their identified weight will be used to evaluate the responses: Topic Factor Weight Adherence to Minnesota State Terms and Conditions. A statement of the objectives, goals, and tasks to show or demonstrate its view and understanding of the nature of the contract 10 Work Plan. A description of the deliverables to be provided by the Responder along with a detailed work plan that identifies the major tasks to be accomplished and be used as a scheduling and managing tool, as well as the basis for invoicing. 10 Cost/Value. Provide detailed cost of equipment, installation and any additional services. Identify the level of the participation of Minnesota State in the contract, as well as any other services to be provided by Minnesota State, and details of cost allowances for this participation. 60 Completeness, thoroughness and detail of the response Completeness, thoroughness and detail of the response as reflected by the proposal's discussions and coverage of all elements of work listed above 20 Total: 100 Contract Terms Minnesota State desires to enter into a contract with the successful Respondent(s) effective April 23, 2026 or on the date the last recognized signature is obtained, whichever occurs later. The length of such contract(s) will be 6 months. If Minnesota State and Respondent are unable to negotiate and sign a contract by May 10, 2026, then Minnesota State reserves the right to seek an alternative Respondent(s). Minnesota State reserves the right to name a date which all responding Respondents will be invited to present demonstrations or participate in an interview.
