Energy Auditor Services for Cochise County HOME Investment Partnership Program Grant

Cochise County is seeking a single qualified vendor to provide energy auditor services for the HOME Investment Partnership Program Grant. The selected contractor will be responsible for performing energy audits on residential rehabilitation projects to ensure compliance with state and federal energy efficiency standards and to protect resident health and safety. Key technical requirements include conducting visual walk-through surveys of HVAC and insulation systems, performing whole house air leakage blower door tests, and executing carbon monoxide and ventilation safety testing for combustion appliances. Deliverables include a detailed equipment and appliance inventory and a written energy audit report featuring a prioritized list of energy conservation measures. To be eligible, vendors must be Building Performance Institute certified at the Building Analyst level or higher, possess significant residential energy auditing experience, and maintain an active registration in SAM.GOV without exclusions. Evaluation is based on firm experience and qualifications (60 points) and past performance references (40 points). The contract is governed by Arizona law and includes Net 30 payment terms, requiring invoices to be submitted within 30 days of acceptance. All submissions must be uploaded via the Bonfire portal by September 3, 2026, at 4:00 PM local time.
