The United States coast guard surface forces Logistics Center, Contracting and Procurement branch 2 IBCT Product Line intends to issue a Commercial Request for Quote for Engine Overhaul Repairs for the USCGC CYPRESS (WLB-210), a 225 Foot Sea Going buoy Tender. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The NAICS Code is 336611 and the small business size standard is less than 1000 employees. The simplified acquisition will be issued as a (RFQ) on or about March 14, 2011. The RFQ will be issued via the Federal business Opportunity (FEDBIZOPPS) website at www.fbo.gov. This requirement will be evaluated using price and past performance as an evaluation factors. Hard copies of the specification and solicitation will not be issued. It is incumbent upon the contractors to monitor the FEDBIZOPPS website for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A TOTAL SMALL BUSINESS SET-ASIDE. Applicable drawings are available via email to contractors upon request not later than three (3) days from the solicitation issuance. The performance period will be based on Cutter's Availability dates and completion time. USCGC CYPRESS (WLB-210) availability time is: May 16, 2011 and completion thirteen (13) days after cutter becomes available (May 29, 2011). Description of work: The contractor will provide all labor, parts, material, equipment, and special tools to complete an Initial Top End Overhaul of the #1 Ships Service diesel Generator Prime Mover, Caterpillar Series 3508. To include but not limited to: Overhaul or renewal of all attached pumps, and cleaning of all coolers. Work is to be conducted in frame. Technical representatives will verify with ships force prior to and following completion of overhaul the proper operation of the engine. Technical representative(s) must be certified by Caterpillar. All work will be performed on board the Cutter at its home port of Naval Air Station, Pensacola, 211 South Ave Bldg, Pensacola, Florida, 32508.
