This sources sought is for informational purposes only and shall NOT be considered as a Request for Proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. The Government will NOT be responsible for any costs incurred in responding to this sources sought or furnishing the requested information. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of a Contractor's submission of responses to this sources sought announcement. The Government reserves the right to reject, in whole or in part, any Contractor's input resulting from this sources sought. No contract will be awarded from this announcement. Responses to this sources sought are not offers and cannot be accepted by the Government to form a binding contract. This sources sought is for planning purposes only and is issued solely for conducting market research in accordance with FAR Part 10. The Government is NOT seeking or accepting unsolicited proposals.


The Naval Surface Warfare Center, Crane Division (NSWC CR) has a requirement for supplies, and engineering and logistics support services in support of the life cycle sustainment of the Multi-spectral Targeting System Family of Systems (hereinafter known as MTS). The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2501 W University DR Mckinney, Texas 75071-1300 (CAGE 96214).  This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1. The basis for restricting competition is due to lack of Government owned drawings as well as duplicative costs and schedule delays that the Government does not expect to be recovered through competition. Anticipated Product Services Codes include, but are not limited to, 5855, 1680, and J016.  The Government anticipates a five-year ordering period Indefinite Delivery, Indefinitely Quantity contract with an estimated ceiling of approximately $284M.


All responsible sources may submit a capability statement which will be considered by the agency. The Government will not provide the technical data. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.  Information received will solely be considered for the purpose of determining whether to conduct a competitive procurement.  Any authorized distributors are encouraged to respond to this announcement. Contractors must be properly registered in the SAM and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx .


Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their responses.  The Government will not be liable, or suffer any consequential damages, for any proprietary information not properly marked and clearly identified.  Proprietary information received in response to this sources sought will be safeguarded and handled in accordance with applicable Government regulations.

Information provided shall be treated as a Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act. All information shall be provided free of charge to the Government.  NSWC Crane may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement.  This source sought announcement is not a request for proposal. The purpose of this sources sought announcement is to gather information for the purpose of market research. Information provided in response to this source sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.
