1. Description of Requirement
The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to negotiate and award a delivery order on a sole source basis under Basic Ordering Agreement N0001922G0009 with BAE Systems (BAE), 65 Spit Brook RD, Nashua NH 03060-6909, for the procurement of D-49/ALE-47 1x1 and 1x2 Dispenser systems for Lot Acceptance Testing (LAT) for Government and Production entities to perform testing to support Fiscal Year (FY) 2027 through FY 2030 for U.S. Navy and Other Customer requirements.
2. Sole-Source Justification
This acquisition is being pursued on a sole-source basis under the statutory authority of Title 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Overhaul 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE is the sole designer, developer, manufacturer, and integrator of the system.
