Synopsis: This synopsis provides notice that the Government intends to solicit a proposal on a sole source basis from incumbent Booz Allen Hamilton Engineering Services, 900 Elkridge Landing Rd. Linthicum, MD 21090 for 77,313 (seventy-seven thousand, three hundred and thirteen) hours of Engineering and Technical Services along with associated Travel and Materials for the continuance of critical systems engineering processes - requirements definition support and analysis; prototyping; test and evaluation; technical assistance; systems analysis and engineering; software development, integration and maintenance; hardware development, installation, and maintenance; test data acquisition, reduction and analysis; technical logistics support; configuration management; training support; program and project management to support NAWCAD 4.11.7 St. Inigoes while the competitive follow-on contract is being procured. This acquisition covers an extended period of performance of approximately 12 months ordering period that will run from 1 February 2016 to 30 January 2016. This procurement is necessary as the current contract is scheduled to expire on 31 January 2016. Due to the ongoing nature of the projects currently being performed under contract N00178-04-D-4016-M803 and the need to continue these services without a break in work Booz Allen Hamilton Engineering Services is the only practical source for these services until award of a competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 8 September 2016 1400 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. Any questions shall be submitted to Jonathan Igwebueze Code 2.5.1.4.9 at jonathan.igwebueze1@navy.mil. Per FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." Booz Allen Hamilton Engineering Services is the only source capable of providing the necessary continuation of these services without causing a break in support. It is impossible for another contractor to assume the ongoing workload without a transition period which would cause unacceptable delays in completing or continuing tasks under multiple programs for the Air Traffic Control (ATC) Systems Division. Many of these efforts directly affect/support the fleet and the war fighter. In multiple cases, the contractor supports items which the original equipment manufacturers of the items have long since stopped supporting them.
