The Town of Manchester, Connecticut, is soliciting proposals for professional engineering services to design the replacement of approximately 2,000 linear feet of box culvert for the Dry Brook watercourse. The project aims to resolve routine flooding in the central business district caused by insufficient capacity and shallow slopes. The selected consultant will be required to perform a fresh preliminary engineering analysis, including a hydrologic and hydraulic assessment, site reconnaissance, and the evaluation of at least two design alternatives. The project timeline from notice to proceed to the completion of bidding services is estimated at 12 to 14 months, with specific milestones for 30, 60, 90, and 100 percent design submittals. Qualified firms must employ a Connecticut-licensed Professional Engineer and demonstrate a track record of completing at least two similar hydraulic structure projects within the last ten years, including one in a constrained urban environment. The selection process is based on the overall benefit to the Town, with cost being only one of several factors. Awardees must comply with the Town of Manchester Living Wage Ordinance for contracts exceeding 25,000 dollars and maintain specific insurance coverages, including 1 million dollars each for cyber risk and environmental liability. Proposals must be submitted electronically via the OpenGov portal by November 10, 2026, and must include a firm history, staffing plan, and project approach, while keeping fee information separate from the main proposal upload.

Full Description

Dry Brook is a watercourse that drains an approximately 612 acre urbanized watershed in central Manchester, CT. The entire brook and most of its tributaries are enclosed within a series of large diameter pipes and box culverts. The system's main trunk line, the Dry Brook Culvert, is located within the central business district and experiences routine flooding during storm events. The primary portion of the Dry Brook Culvert targeted for replacement is within the East Side Neighborhood and generally flows from north to south. It is bounded by Main Street to the west, Bissell Street, to the north, Cottage Street to the east, and Maple Street to the south. A study of the watercourse was completed in 2008 and confirmed that the Dry Brook Culvert experiences flooding at the 1-2 year storm event due to its insufficient capacity and shallow slopes. In 2011, a preliminary design and estimate for the culvert replacement was completed. No further work has been done due to lack of funding. In November 2026, Town voters approved a Public Works Bond Referendum which included approximately $4 million for this and other storm drainage upgrade projects. While the 2008 study and 2011 preliminary design are valuable resource documents, the Town is looking for the consultant to take a fresh look at the project from the preliminary engineering phase.
