Engineering Services for Chambers Creek Regional Park Water Distribution

Pierce County is seeking qualified engineering firms to provide comprehensive services for the replacement of aging booster pumps at Chambers Creek Regional Park and Chambers Bay Golf Course, which are integral to the water distribution and irrigation system. The scope of work includes engineering, permitting, bid assistance, construction administration, water distribution analysis, equipment sizing, facility design, irrigation system integration, and electrical, mechanical, and structural engineering to assess existing infrastructure and design new booster pump stations. The project requires the development of bid-ready drawings and specifications, with all deliverables to be submitted in formats prescribed by the County. The contract is estimated at $250,000 and has an initial duration of 24 months, with an option for the County to renew for an additional three years. The selection will be based on a weighted evaluation of the proposer’s experience and qualifications (40%), project approach and methodology (30%), capacity and availability (15%), past performance (10%), and the accuracy and completeness of the submission (5%). The County may conduct interviews with top-ranked offerors and will make the final award based on the best interest of the County, considering service quality, experience, and compliance. Proposals must be submitted electronically via the County’s eProcurement Portal by 1:00 p.m. on June 15, 2026, and no hard copies, emails, or fax submissions will be accepted. Bidders must be registered in the portal and acknowledge all issued addenda. The submission must include a signed letter of interest from the lead professional, a litigation history disclosure, exceptions to County requirements, and a list of at least five recent, relevant projects with contact information. All documents prepared under this contract become the sole property of the County and enter the public domain. Contractors must comply with prevailing wage laws, non-discrimination statutes including Title VI, the ADA, and Washington State non-discrimination laws, and are required to carry comprehensive insurance with Pierce County named as an additional insured on primary, non-contributory policies. Insurance must be maintained for five years after project completion, and cyber liability coverage of at least $2 million per occurrence is mandatory. Contractors must also obtain identical certifications from subcontractors and are encouraged to include MWBE-certified firms. Payment is tied to completed milestones or monthly billing, with invoices submitted within 15 days of the period end and payment processed within 30 days of receipt of a complete invoice. Final year-end invoices must be submitted by January 7 of the following year.
