Enterprise Data and Analytics Modernization Initiative Data Quality

The Department of Homeland Security’s Federal Emergency Management Agency is seeking industry input through a sources-sought notice to address critical gaps in data quality and governance across its Enterprise Data and Analytics Modernization Initiative, which supports over 100 agency-wide systems leveraging Azure data and machine learning services including DataBricks. The initiative, known as EDAMI, has achieved initial operating capability with its FEMADex analytics platform but is hindered by poor data preparation and documentation practices among data stewards, leading to flawed ETL pipelines and reduced usability of datasets within the data fabric. Contractors are being asked to evaluate current data management processes and architecture using a business and enterprise architecture approach aligned with the Federal Enterprise Architecture Framework, with the goal of delivering actionable recommendations to improve data stewardship, establish clear roles for 100 data stewards and their backups, and produce comprehensive data architecture artifacts such as data dictionaries, conceptual diagrams, and logical data models. The work is expected to be performed in Washington, DC, with a proposed one-year performance period under consideration. Respondents must submit an unclassified response by June 12, 2026, at 3:00 PM EST via email to designated FEMA point of contacts, using a specified format that includes a cover page with company name, address, UEI number, point of contact, business size status relative to NAICS code 541512 (Computer Systems Design Services), and any applicable GSA or DHS sourcing contract information. The response must not exceed 11 pages total, including a two-page capability statement summarizing relevant past performance and a nine-page section responding to specific RFI questions. Proposals must be submitted in Microsoft Word or PDF format with 11-point font or larger and clearly mark any proprietary information for confidentiality under the Freedom of Information and Privacy Acts. Organizational conflicts of interest must be mitigated in accordance with FAR Part 9.5, and all submissions must be unclassified. While this is not a procurement action and does not bind the government to award a contract, responses will inform the government’s future acquisition strategy, including potential cost estimates, timelines, and technical approach for a subsequent full-scale contract.
