Enterprise Data and Analytics Modernization Initiative Data Quality

The Department of Homeland Security's Federal Emergency Management Agency is seeking contractor expertise to assess and improve its data management and architecture processes. This initiative aims to address existing gaps in data quality and governance by applying a business and enterprise architecture approach consistent with the Federal Enterprise Architecture Framework. The focus is on aligning business and IT objectives to enhance FEMA’s overall data strategy under the Enterprise Data and Analytics Modernization Initiative (EDAMI). EDAMI encompasses more than 100 systems agency-wide and utilizes Azure-based data and machine learning services, including DataBricks, to support its data infrastructure. Though the EDAMI program has achieved initial operating capability with its FEMADex system, challenges remain due to data quality issues in ETL pipelines. These issues stem from insufficient data stewardship, including inadequate preparation and documentation of data prior to ingestion, which limits users' ability to fully leverage datasets within the analytics platform. The contract, identified by solicitation number 70FA3126I00000003, is a sources-sought notice with a response deadline in mid-June 2026.
