Environmental Assessment and Design for Mill Street Sanitary Sewer Replacement and Peter Street Watermain Replacement

The Municipality of Port Hope has issued Request for Proposals 55-ENG-2026 to secure an experienced engineering consultant for the Municipal Class Environmental Assessment and detailed design of infrastructure replacements. The scope of work includes the replacement of approximately 680 metres of sanitary sewer on Mill Street with a minimum 450 mm pipe to address surcharging issues, and the replacement of approximately 110 metres of watermain on Peter Street with a 200 mm pipe. The selected consultant will be responsible for the full project lifecycle, including the MCEA process, public consultation, topographical and legal surveys, utility relocation coordination, and the preparation of final tender packages. The project also requires construction administration and inspection services. The procurement process follows a multi-stage evaluation based on mandatory submission requirements, technical capabilities, and pricing, with the top-ranked proponent entering direct negotiations under the ACEC Client/Engineer Agreement 2024. Key technical milestones are governed by 30 percent, 60 percent, and 90 percent detailed design checklists. Proponents must provide a comprehensive project schedule via a Gantt chart and a time-task matrix. Important requirements include maintaining a five million dollar commercial general liability policy and a two million dollar professional liability policy, providing a safety plan for system access, and ensuring compliance with Ontario licensing and WSIB certification. Following several addenda, the final response deadline is October 7, 2026.
