The contract, awarded to the Student Conservation Association, Inc., is set to run from October 1, 2025, through December 31, 2030, covering all counties in New York State. The procurement process adheres to strict regulations under the State Finance Law, including restrictions on communication during bidding, and emphasizes compliance with MWBE and veteran-owned business participation goals, which are set at zero percent for this contract. Bidders must submit their responses by September 17, 2025, and all bids must be submitted in hard copy, as electronic submissions are not accepted. The program’s total contract value is estimated between $500,000 and $1,500,000, with the primary contact being Thomas Sammons, Bureau Chief of the DEC.
