ENVIRONMENTAL PROFESSIONAL SERVICES - Killingly and Chaplin

The Northeastern Connecticut Council of Governments (NECCOG) is soliciting Statements of Qualifications from qualified environmental consulting firms and Licensed Environmental Professionals to conduct comprehensive environmental assessments at two municipally owned brownfield sites in Chaplin and Killingly, Connecticut. The scope of work includes Phase I, II, and III Environmental Site Assessments, hazardous building materials evaluations, remedial action planning, and feasibility analysis, all to be led by a Connecticut-licensed Environmental Professional in full compliance with CT DEEP Site Characterization Guidance, Remediation Standard Regulations, ASTM E1527-21, and EPA/DEEP Reasonable Confidence Protocols. The contract covers two distinct projects under the DECD Municipal Brownfield Grant Program, requiring separate accounting and reporting for each site, with planning activities capped at 15% of total project cost. All deliverables must be signed and sealed by an LEP and submitted in both electronic PDF and two hard-copy formats. Submission of qualifications is due by August 24, 2026, and must include firm background, relevant project experience, resumes of key personnel, a detailed technical approach, three professional references, and a binding hourly rate schedule. Evaluation will be based on a trade-off approach, prioritizing experience with brownfield sites, qualifications of the team, understanding of site conditions, technical approach, schedule and budget feasibility, past performance, familiarity with DECD requirements, and reasonableness of rates—without numerical weighting or formal rating scales. NECCOG will award the contract to the highest-ranked firm through negotiation, and selected vendors must provide proof of professional liability, general liability, automobile liability, and workers’ compensation insurance prior to execution. Site-specific requirements include DECD-compliant signage at both locations and coordination with local municipalities; no FOB terms apply as this is a services-based solicitation. The procurement is administered through Connecticut’s DAS Procurement system, with Jordan Lumpkins of NECCOG serving as the sole point of contact and de facto contracting officer. No federal acquisition regulation clauses are incorporated, and while socioeconomic participation is encouraged, no certification of business size or ownership status is required for submission.
