THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is conducting market research and seeking sources for an Indefinite Delivery Indefinite Quantity (IDIQ), Hybrid Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) Single Award Contract; for ARCHITECTURAL-ENGINEER (A/E) services to be conducted worldwide. The North American Industry Classification System (NAICS) code for this procurement is 541330 – Engineering Services, and the annual size standard is $25,500,000.00. Forthcoming RFP format will be an SF330.


All businesses, including small businesses, service-disabled Veteran-owed small businesses, Veteran Owned small businesses, certified HUB-Zone small businesses, certified 8(a) concerns, Woman-Owned Small, and large businesses are encouraged to respond. The information received will be used to formulate the strategy for establishing a set-aside or reserve for small business categories.


NAVFAC EXWC anticipates awarding one (1) contract. The aggregate value of all Task Orders issued under the contract resulting from this solicitation shall not exceed $150,000,000 over the sixty-month ordering period, and the four (4) one-year options, if exercised. Multiple Task Orders may be awarded with similar delivery schedules requiring the selected firm to provide services with overlapping work/delivery dates. Individual Task Orders can range between $100,000 and $6,000,000, with obligated amounts per order anticipated to range between $125,000 to $5,900,000.


The current contract (N3943022D2400) was awarded to a Joint-Venture business as a Single-Award IDIQ FFP/CPFF Services Contract for similar environmental services, worldwide.  The task orders that were within the scope of this predecessor A/E contract had over sixty individual awards as of the date of this posting, with obligated amounts per-order ranging between $20,000 to $4,850,000; for reference, the median award was approximately between $550,000.00 and $600,000.


This contract provides engineering and design services, particularly in environmental restoration, as well as in other environmental areas to support U.S. Navy, Marine Corps, and Base Realignment and Closure (BRAC) installations and other federal organizations at various locations, worldwide. The draft scope of Architect and Engineering Services is included as an attachment.


It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12-point font minimum, 10-point font is acceptable for tables and figures) demonstrating ability to perform the requested services. This documentation shall address, at a minimum, the following: (1) Relevant Experience to include experience in performing efforts of similar scope and complexity within the last five years. (2) Company Profile to include number of employees, office locations(s), DUNS number, CAGE Code, and statement regarding small business designation and status. (3) Professional registrations in all states and overseas areas where your company is registered to do work. Incumbent firms need not submit a capabilities statement package.


Note that in the forthcoming solicitation, pricing will not be a selection factor.
