The 45th Contracting Squadron of the Department of Defense issued a sole source award under solicitation FA252119QA006 to Pendar Technologies LLC for the procurement of one Pendar X10 handheld chemical detection system. This standoff Raman chemical identifier is designed for EOD technicians to identify chemical explosives and other materials through thick, translucent containers, significantly enhancing safety by eliminating ignition risks with black powder and sensitive primaries. Key technical specifications include a weight of less than 7 lbs, battery power, a Class 3R Laser, and the ability to identify white powders in under 10 seconds and dark or fluorescent materials in under 30 seconds at a distance of up to 3 feet. The award was justified under FAR 13.106-1(b)(1) and FAR 5.207(c)(15) because Pendar Technologies LLC is the manufacturer and the only source capable of fulfilling the requirement, with no authorized resellers in the United States. This determination followed a sources sought period from August 1 to August 8, 2019, and extensive market research confirming that no other vendors could meet the government's specific technical needs. The procurement falls under NAICS code 334516 and was managed by the 45 CONS/PKA office located at Patrick SFB, Florida, with performance taking place at Cape Canaveral AFS.
