Equipment Distribution Program

The Equipment Distribution Program (EDP) is a governmental initiative aimed at meeting the telecommunications needs of individuals with communication disorders in Iowa. Under the management of the Iowa Utilities Commission and guided by Iowa Code § 477C.4, the program is designed to ensure these individuals have access to necessary telecommunications equipment, making services like Relay Iowa accessible to those who otherwise could not use them effectively. Originating in 1994 with the advice of the Dual Party Relay Council, the EDP is administered by a separate contractor tasked with running and promoting the program statewide. The responsibilities of the contracted respondent under the EDP include a variety of tasks to support the program’s execution. These include educating potential applicants about the Electronic Voucher Application (EVA) system, designing application forms, maintaining application files, and reviewing eligibility criteria. Additionally, the contractor is responsible for issuing instructions to recipients, maintaining a vendor list, and preparing promotional materials. They also conduct outreach activities, provide presentations, engage with applicants and vendors, and conduct follow-up surveys. Regular reporting on program activities and complaint resolution is required. The contract's initial period is defined in the Request for Proposal (RFP) cover sheet, with options for annual extensions, and the services are to be delivered across Iowa, specifically targeting individuals with communication disorders.
