PTAG Intent to Sole Source - USPTO Design, Space Planning, TRIRIGA Administration, and Building Management Support Services
Solicitation # ACQ-27-0127
The United States Patent and Trademark Office (USPTO) intends to award a logical follow-on sole-source firm fixed price contract to The Building People LLC for the administration, configuration, and support of the IBM TRIRIGA Integrated Workplace Management System. This procurement is being conducted under the Alternative Competition Method per the Patent and Trademark Office Acquisition Guidelines and the Patent and Trademark Office Efficiency Act, exempting the agency from standard full and open competition requirements. The services will support interior design, space planning, and occupancy management operations at the USPTO Headquarters in Alexandria, Virginia, and other agency facilities. The Building People LLC was selected as the sole source because they are currently performing the unfinished system-related and integrated design tasks. Continuing with this vendor ensures operational continuity and prevents disruptions to the implementation of the TRIRIGA solution, which has not yet reached full operational capability. This notice is not a request for competitive proposals, and the subsequent solicitation will be sent directly to the identified vendor rather than being posted on SAM.gov. Questions regarding this intent must be submitted to the designated points of contact by September 18, 2026.

This solicitation, numbered 140G0126Q0153, is a combined synopsis and Request for Quotation (RFQ) issued by the U.S. Geological Survey under the Department of the Interior for commercial mail room, copy center, and warehouse logistics services at the Earth Resources Observation and Science Center in Sioux Falls, South Dakota. The requirement is set aside exclusively for Women-Owned Small Businesses under NAICS Code 561210 and is being conducted under simplified acquisition procedures per FAR Part 12 and the Revolutionary FAR Overhaul, allowing all responsible sources to submit quotations without a separate formal solicitation. The contract includes a one-year base period beginning September 1, 2026, and four consecutive one-year option periods extending through August 31, 2031, with the Government retaining the right to exercise each option. Quotations must be submitted in firm-fixed price form and must comply with a detailed Performance Work Statement that outlines comprehensive requirements including mail distribution and collection, document reproduction and shredding, warehouse receiving and shipping, and compliance with USGS Survey Manual 434.1. All services must be performed during EROS operating hours, Monday through Friday, 7:30 a.m. to 4:00 p.m., excluding federal holidays. Quotation packages must be submitted electronically by July 29, 2026, in two clearly defined volumes: Volume I (Technical Quotation) not exceeding 50 pages and containing the technical approach, key personnel qualifications and staffing plan, past performance data, quality surveillance/control plan, and a cover letter; and Volume II (Price Quotation) containing all cost-related details, labor rates, and required certifications, with no pricing information permitted in the technical volume. Offerors must adhere to strict formatting requirements including Times New Roman font size 12, single spacing, one-inch margins, and page numbering. A mandatory cover letter must state any exceptions to the solicitation terms; failure to do so is deemed acceptance of all conditions. Evaluation is based on a best-value trade-off where technical factors—technical approach, personnel qualifications, past performance, and quality control—are significantly more important than price. The Government will eliminate any offeror receiving an unsatisfactory or marginal technical rating before evaluating pricing. Price reasonableness is a pass/fail gate; unreasonable labor rates disqualify a proposal. Contractors must be registered in SAM.gov, comply with federal security requirements including PIV credentialing
