The Naval Air Warfare Center, Weapons Division, China Lake, intends to award a sole-source firm fixed price contract for the Essential Plan - GC/GCMS to Thermo Electron North America LLC, part of Thermo Fisher Scientific, as the sole original equipment manufacturer with exclusive expertise, proprietary technology, and specialized equipment necessary to fulfill this requirement. No competitive solicitation or request for quotes will be issued, in alignment with FAR 6.103.1, and the award is predicated on the absence of other capable sources. Interested parties may submit a capability statement by July 14, 2026, at 10:00 AM PT, referencing solicitation number N6893626SIMACQD500000E5000000148, to demonstrate their ability to perform the work without compromising quality, accuracy, reliability, or schedule. All submissions must be sent to Yvonne Stockwell at yvonne.c.stockwell.civ@us.navy.mil. Vendors must be actively registered in SAM.gov prior to submitting any response, as the government cannot award a contract to an entity with an inactive or unregistered SAM status, and processing registrations can take 10 to 15 days. Additionally, contractors must be certified through the Defense Logistics Information Services’ Joint Certification Program to access Controlled Unclassified Information or Export Controlled Information, with access restricted to a single designated Data Custodian per CAGE code who has an approved DD 2345 form. Contractors are responsible for coordinating with their CAGE code’s Data Custodian to secure the necessary access permissions, and failure to meet these requirements will disqualify them from consideration.

modification to existing Indefinite Delivery Indefinite Quality (IDIQ) contract W81K0423D0006 with Agility Health IncThe Defense Health Agency Contracting Activity plans to modify the existing indefinite delivery indefinite quantity contract W81K04-23-D-0006 with Agiliti Health Inc to increase the ceiling limit, citing the company as the only responsible source capable of sustaining critical medical device maintenance services across the Defense Health Agency enterprise. This modification is essential to meet unforeseen surges in demand driven by organizational realignments that added new customers, coupled with a significant decline in the military and civilian biomedical technical workforce. The contract supports over 25 percent of medical device sustainment services for military treatment facilities, and failure to approve the increase would severely disrupt the Department of Defense’s ability to fulfill its medical sustainment mission, directly impacting national defense readiness. The procurement is classified under NAICS code 811210 with a small business size standard of $30 million and falls under a presolicitation notice, meaning no formal solicitation has been issued and competition is not currently anticipated. Interested parties may submit technical and cost data to demonstrate their capability to perform the same services, but submission does not guarantee eligibility for competition. All submissions must be emailed as PDF, Word, or Excel files to Kasey Carroll at Kasey.l.carroll.civ@health.mil by 9:00 a.m. EST on July 27, 2026, with no phone inquiries permitted. The government retains full discretion to determine whether to proceed with a competitive process based on the responses received, and all information submitted will be used exclusively to evaluate the necessity for competition.

59--CIRCUIT CARD ASSEMB, IN REPAIR/MODIFICATION OFThe government intends to procure the repair of a circuit card assembly with NIIN 7H-5998-015417098 VN, identified as part number NV828333-1 for the Sub Atmosphere Control system, under a sole source justification to Hamilton Sundstrand Corp. as the original equipment manufacturer and the only qualified source capable of performing the repair due to proprietary data and technical specifications not available to other vendors. The requirement is for three units to be delivered to DLA Distribution Norfolk, Virginia, with no drawings or technical data provided to the government, and the acquisition is authorized under 10 U.S.C. 2304(c)(1) and FAR 6.302, explicitly excluding competitive sourcing due to the unique nature of the part and lack of alternative suppliers. The contract duration is one year, subject to UID marking and Buy American Act compliance, and will be executed using FAR Part 15 procedures, not commercial item acquisition policies, based on market research. The solicitation will be issued electronically via NECO with an anticipated release date of July 24, 2026, and responses due by August 24, 2026, with an award expected by September 8, 2026. All submissions must be made electronically, with no hard copies or phone requests accepted. While the notice indicates the procurement is not a total small business set-aside, the referenced contract data lists an erroneous classification as such, and the actual intent is non-competitive award to the sole approved source. Organizations wishing to propose commercial item alternatives must do so within 15 days of the notice, and any new potential manufacturers must submit a Source Approval Request, though the procurement will not be delayed for such submissions. The point of contact for capability statements is Taylor Weidman of NAVSUP WSS Mechanicsburg, and the NAICS code is 334412 for electronic component manufacturing.
