Event Data Recorders

The U.S. Department of State, through the Bureau of Overseas Buildings Operations and the Bureau of Global Acquisitions, is soliciting a firm fixed price Indefinite Delivery, Indefinite Quantity contract for the procurement and installation of in-vehicle video and data capture systems. This 100% Small Business Set-Aside aims to improve driver behavior and reduce motor vehicle mishaps across overseas facilities. The scope includes the delivery and onsite installation of 3,719 recorders and 207 secure wireless systems for current sites, as well as 865 recorders and 38 wireless systems for future sites, including associated spares. The contractor will also provide annual data interpretation subscriptions to track program trends and individual driver performance, ensuring all analysis aligns with the Department's Smith System driver training program. The contract consists of one base year and one six-month option period. Technical requirements specify that the system must meet Federal Information Security Modernization Act standards and utilize high-level encryption, such as WPA2-Enterprise or WPA3-Enterprise. Personnel reviewing data must be U.S. citizens who have passed a Moderate Risk Public Trust background check. The award will be based on best value, with technical considerations weighted more heavily than cost. Proposals must be submitted electronically by noon EST on September 9, 2026, to the contracting officer, Theresa Hunt. All communication is restricted to email, and the contractor is required to provide a single project manager to coordinate installations and attend an annual four-day review meeting in Washington D.C.
