Belton Independent School District (Belton ISD) is soliciting proposals from qualified vendors to provide event rentals, supplies, equipment, and related services under RFP #2309-440-323-1. This solicitation is structured as a multiple-award, indefinite-delivery/indefinite-quantity contract with awards made incrementally to various vendors throughout the solicitation period. The contract term extends from the award date through November 30, 2025, with three automatic one-year renewal options. Vendors awarded under a previous but related solicitation (#2309-440-323) need not respond to this proposal. The district maintains the right to reject any proposals, make awards for individual products or services as deemed beneficial, and negotiate with vendors as necessary to serve the district’s best interests. The scope encompasses the delivery of new, unused event-related goods and services, requiring adherence to detailed specifications and standards, including compliance with Texas Education Code and federal statutes such as the Equal Employment Opportunity Act. All goods must be delivered F.O.B. destination with title and risk of loss transferring upon district acceptance at Belton ISD facilities. Vendor proposals may include product alternates but require prior approval by the district. The solicitation demands submission of Material Safety Data Sheets where applicable and mandates warranty obligations consistent with the district’s terms. Pricing must remain firm for the duration of the contract, with no changes permitted without district approval. Contract administration requires electronic invoicing sent to the district’s accounts payable department, and certificates of insurance covering specified liability amounts must be provided within 10 days of award. The agreement includes a non-appropriation clause, allowing termination if funding is not available, and the district may also terminate the contract for convenience with 30 days’ notice. Vendors must comply with data protection regulations including FERPA, COPPA, and other privacy laws, with contractual data required to be stored exclusively within the United States; any data breach must be reported within 24 hours. No federal representations and certifications, such as UEI or CAGE codes, are required, nor are socioeconomic status self-certifications or set-aside designations applicable. Overall, the solicitation prioritizes compliance with district policies, timely and conforming deliveries, and vendor adherence to rigorous legal, safety, and insurance standards to meet the event-related needs of Belton ISD.
