Notice of Intent to Sole Source - Excellence in Government (EIG) Fellows Program The Food and Drug Administration (FDA) intends to award a Sole Source firm-fixed price purchase order to Partnership for Public Service, Inc., 1100 New York Ave NW, Ste 200 E, Washington, DC, 20005-6116, in accordance with the authority under FAR Part 13.501(a). This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13, including subpart 13.5. The NAICS code is 611430 - Professional and Management Development Training. The Food and Drug Administration (FDA), Center for Drug Evaluation and Research (CDER), is requesting to send three attendees to the Excellence in Government Fellows Program offered by Partnership for Public Service for a period of twelve (12) months. The Partnership for Public Service (PPS) operates leadership development programs that train federal employees ranging from emerging leaders to senior executives. One such program is the Excellence in Government Fellows Program (henceforth referred to as the EIG Program). Attendees must apply to, and be accepted by, PPS in order to attend the EIG Program. No similar training program could be found available at FDA or through market research that provides this level of leadership training to acquire the skills and knowledge needed to develop and implement the innovative solutions to FDA's challenging public health mission to ensure safe and effective drugs for the American public. Market research did not yield an equivalent to this particular program that would offer the same level of amenities that PPS offers on top of the standard course work, such as personalized coaching/mentoring (assessments, one-on-one coaching, and individualized development planning), results driven projects, and benchmarks. This notice is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements as stated herein may submit a written response, i.e. capability statement, which clearly supports and demonstrates its ability to perform the requirements. Any response shall be received by the response date and time of this notice. Any response shall undergo review to determine if it can meet the requirements. A determination by the Government not to compete this proposed requirement based upon a response to this notice is solely within the discretion of the Government. Response Date: 12:00 p.m. ET on May 3, 2019. Responses must be emailed to Pierre Smith at Pierre.smith@fda.hhs.gov.
