Exception to Fair Opportunity Justification - MATAC PE

This contract action extends the existing Cost-Plus-Fixed-Fee bridge contract FA8622-25-F-B006 under the GSA OASIS+ Small Business MAC IDIQ vehicle to ensure uninterrupted Advisory and Assistance Services for the MATAC/PE directorate at Wright-Patterson Air Force Base, Ohio. The extension covers a nine-month base period from July 1, 2026, to March 31, 2027, with an optional six-month period extending performance through September 30, 2027, bringing the total potential duration to 15 months. The scope remains unchanged from the current Performance Work Statement, with no new requirements added, and performance will continue at the established location in Wright-Patterson AFB. The contract includes FAR 52.217-8 to authorize the option extension, and new CLINs will be established if the option is exercised. The estimated total contract value ranges from $111 million to $130 million, encompassing labor, studies, data, travel, and other direct costs under CPFF and NSP contract lines. While no payment, invoicing, or packaging requirements are specified, oversight falls under the AFLCMC/AZS Program Office, with the Government retaining responsibility for inspection and acceptance based on adherence to the existing PWS and compliance with unique capability standards.
