AI Contract Overview

The AIDS Institute plans to extend five existing contracts for an additional four months, from July 1, 2025, through October 31, 2025, to ensure uninterrupted access to essential HIV services in key regions of New York State. These contracts support HIV Specialized Care Centers that deliver comprehensive, coordinated medical and supportive services tailored to adolescents and young adults at higher risk of or living with HIV, particularly in areas heavily impacted by the epidemic. The extensions are necessary because the original procurement process, titled "Advancing Health Equity through Comprehensive Community-Based HIV Ambulatory Care Services," was not competitive due to the specific qualifications of the selected providers, which include Westchester County Health Care Corp., SUNY/Stony Brook University Hospital, Albany Medical Center Hospital, BronxCare Health System, and SUNY/Downstate Sciences University. The contract covers multiple counties, including Albany, Bronx, Kings, Nassau, New York, Queens, Suffolk, and Westchester, and aims to prevent gaps in critical care services during the interim period until a new solicitation is completed. The procurement is classified as a single-source award, with the reason being the unique qualifications of the recipients, and questions regarding the exemption should be directed to the designated contact.

Full Description

The AIDS Institute intends to extend five (5) contracts for four (4) months until a resolicitation of the Request for Applications (RFA) is completed.  These extensions will prevent a gap in critical services in geographic regions of the state that are disproportionately impacted by HIV but were not awarded funding through the original RFA titled “Advancing Health Equity through Comprehensive Community-Based HIV Ambulatory Care Services.” These contracts support HIV Specialized Care Centers that address the complex medical and non-medical needs of adolescents/young adults living with or at greater risk of HIV acquisition. These Centers provide comprehensive, tailored and coordinated HIV and primary health care, medical case management and supportive services in clinical settings. Due to the specific circumstances of this procurement and the unique qualifications of the selected entities, a competitive procurement was not feasible in this instance. Recipients are: Westchester County Health Care Corp., Research Foundation of SUNY/Stony Brook University Hospital, Albany Medical Center Hospital, BronxCare Health System, Research Foundation of SUNY/Downstate Sciences University. Reason for advertising exemption: Single Source Award recipient: Multiple recipients Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority. Ad end date:10/08/2025 Contract term: 7/1/25-10/31/25 County(ies): Albany, Bronx, Kings, Nassau, New York, Queens, Suffolk, Westchester
