The AIDS Institute is expanding its partnership with the Foundation for AIDS Research to address the growing need for syringe exchange and harm reduction services across all New York State counties. This contract, covering the period from April 1, 2025, to September 30, 2028, will add funding specifically to Years 2 through 5 of the current agreement to accommodate both an increase in the number of Syringe Exchange Programs and an expanded use of the Technology Enhanced Access to Syringes (TEAS) program. The expansion responds to a rising demand for syringes and harm reduction supplies, driven by the addition of new programs in the state. Due to the specific expertise required and the unique qualifications of the Foundation for AIDS Research, the procurement process was designated as a sole-source award, making competitive bidding unnecessary under these circumstances. The estimated value for the additional funding falls between $5 million and $10 million. Any questions concerning this exemption or contract should be directed to the designated contact at the New York State Department of Health. The contract opportunity remains open for comment or queries until September 26, 2025.
